Message from Hon’ble Chairperson:-

Mrs. Irum Sajad The objective of Labour Laws in a State is to promote employment, protect the workers, ensure equal work opportunities and regulate the relationship between the workers and their employers. Ultimately Labour laws benefit both the employer and the employees/workers, creating a peaceful relationship between the two. By treating the employees/workers fairly and protecting their rights, employers can create a positive atmosphere in the work place, which will definitely have a positive impact on the quality of work undergone by the employees /workers, welcoming success. ...
Labour laws came into existence from the 18th century, after the successive industrial revolution. Thereafter the Labour laws developed rather slowly, especially in the more industrialized countries. It attained its present importance and international recognition in the 20th Century. Britain took the lead in enacting the first modern Labour Law “The British Health and Moral Apprentices Act of 1802”. After Independence, the Labour Laws inherited by Pakistan from British India were, Trade Union Act 1926, Industrial Employment (Standing Orders) Act 1946, Industrial Dispute Act 1926 and Factories Act 1934.

Labour Law in Pakistan is recognized as a distinctive branch of law within the legal practice. The legislature in addition to enacting specific Labour laws has created separate Labour Courts and Tribunals to ensure expeditious and inexpensive justice for the working class. The Constitution of The Islamic Republic of Pakistan also guarantees Labour rights, enshrined in Article 11,17,18,25 and 37(e).
The Punjab Labour Appellate Tribunal has been created under The Punjab Industrial Relations, Act 2010. This Tribunal is the Court of Appeal in Labour cases filed under this Act, as well as cases filed under the Industrial and Commercial Employment (Standing Orders) Ordinance 1968, The Workmen’s Compensation Act, 1923 and the Payment of Wages Act,1936. Recently there has been a substantial institution of cases in the Labour Courts and this Tribunal, depicting the awareness of the citizens coupled with the faith and trust they have in the Labour Courts and its Tribunal.

The Punjab Labour Appellate Tribunal is conscious of its responsibilities and is implementing Labour laws in letter and spirit, making all possible efforts to bring positive change in administration of justice.
